Minister of Public Works and Infrastructure Dean Macpherson visited the site on Tuesday following the incident, which left 12 people injured. Four of the victims remain in hospital.

During a meeting with church elders, Macpherson stressed the need for a comprehensive investigation by the Council for the Built Environment (CBE) to determine what caused the collapse and identify measures to prevent similar incidents.

He said the church leadership had welcomed the investigation and agreed that no further construction would take place at the site until a full safety assessment had been completed.

“It is by the grace of God that no lives were lost when the wall collapsed,” Macpherson said, expressing gratitude that the incident did not result in fatalities and thanking church leaders for their cooperation.

The collapse triggered a large-scale emergency response as rescue teams rushed to the scene to assist those trapped beneath the rubble. Witnesses described scenes of panic as workers scrambled to escape after the structure gave way without warning.

One rescue worker said many people were having lunch when disaster struck.

“They were having their lunch when the ground gave way. Some managed to escape, but unfortunately many didn’t,” the rescuer said.

Rescue operations were hampered by unstable ground and falling debris, creating dangerous conditions for emergency personnel searching the site.

“The area where people are trapped is completely closed off,” another rescuer said, adding that specialist teams were working carefully to avoid further collapses.

Marshall Security and community volunteers have joined the rescue effort as authorities continue to manage the complex operation.

The incident has once again placed the spotlight on construction safety and regulatory compliance across the country.

Macpherson said his department would work closely with the CBE and other built-environment professionals to strengthen safety standards and improve oversight of construction projects.

“Today, I committed to the church elders that we would work collaboratively with the CBE to strengthen building practices and prevent future collapses,” he said.

The minister said the effort forms part of broader initiatives by the Department of Public Works and Infrastructure to improve safety in the built environment, including the recently introduced Integrated Social Facilitation Framework, which aims to reduce risks associated with infrastructure and construction projects.

The tragedy has also highlighted the deep cultural and spiritual significance of the Nazareth Baptist Church site for the local community.

One rescue worker recalled being approached by community members who asked him to delete footage recorded during the rescue operation, saying he had not realised how sacred the site was to worshippers.

“I was unaware of the significance of this place and the reverence the community has for it,” he said.

As investigations continue, authorities are focusing not only on establishing the cause of the collapse but also on supporting those injured and assisting families affected by the traumatic incident.
