Advancing Africa: Parliamentary Leaders Unite for P20 Summit Focused on Trade Justice and Climate Resilience

Midrand, South Africa — In a critical gathering ahead of the 11th P20 Parliamentary Speakers’ Summit scheduled for October 1-3, 2025, parliamentary leaders from across Africa convened for the inaugural Symposium for African Continent Speakers of Parliament.
Held alongside the Pan African Parliament session in Midrand, this landmark event focused on harnessing parliamentary diplomacy to promote global solidarity, equality, and sustainability, themes vital to Africa’s development and global influence.
Uniting Africa’s Parliamentary Voices on Global Challenges
The symposium assembled presiding officers from diverse African nations with the goal of fostering communication, cooperation, and a united legislative front on pressing continental and global matters. It provided a platform to shape Africa’s collective policy priorities related to:
- Trade Justice and Market Access for African agricultural products,
- Climate Resilience and Adaptation in light of the Nairobi Declaration,
- Ethical Resource Governance to combat predatory mining practices,
- Synergising legislative Efforts to influence critical global policy issues such as climate change, debt, and trade.
“The Symposium offers us a unique opportunity to unify African parliamentary voices to demand fairer trade practices, strengthen climate action, and ensure responsible resource management,” said a senior Pan African Parliament official.
Addressing Trade Barriers and Strengthening Food Security
African agriculture faces formidable challenges in accessing global markets despite initiatives such as the African Continental Free Trade Area (AfCFTA). Intra-African agricultural trade remains under 20%, hindering food security and prosperity for rural communities.
Panels examined legislative obstacles preventing agricultural exports, discussed harmonising standards and regulations across borders, and strategised on empowering smallholder farmers to benefit from more equitable trade deals.

Participants debated how African parliaments can enact policy reforms to boost competitiveness, advance value addition, and leverage AfCFTA to realise a more integrated and resilient agricultural economy.
Climate Adaptation Central to Africa’s Future
Africa is warming faster than the global average, heightening vulnerability to droughts, floods, and agricultural disruption.The Symposium emphasised parliamentary roles in implementing the Nairobi Declaration’s climate resilience goals nationally.

Experts and legislators shared best practices on integrating climate adaptation into development plans and securing funding mechanisms to support vulnerable communities. They underscored the importance of involving local stakeholders in climate initiatives to ensure inclusive and effective responses.
Confronting Predatory Mining and Promoting Sustainable Resource Governance
Mining underpins many African economies but has too often been marred by environmental degradation, fraud, and social conflict. Ethical resource governance emerged as a key topic, focusing on strengthening legislation to regulate mining activities and uphold environmental justice.
Discussions spotlighted how parliaments can champion transparency, corporate accountability, and community consultation to curb illegal mining practices that fuel instability and criminal economies.

The forum recognised the power of a harmonised African parliamentary front to shape international discourse on trade, finance, climate, and debt relief. Collaborative strategies were outlined for advancing Africa’s development agenda in global forums and ensuring African voices are meaningfully represented.
Towards a Joint Communiqué and Unified Action
The symposium concluded by drafting a joint communiqué that will be presented at the P20 Summit. This communiqué sets forth actionable recommendations aimed at empowering African parliaments to take lead roles in advocating for trade justice, climate adaptation financing, ethical mining, and coordinated legislative diplomacy.
The event took place amidst growing economic and climate challenges for African nations, compounded by recovery needs post-COVID-19 and ongoing conflicts that hamper sustainable development.
African governments face widening fiscal deficits and substantial costs associated with climate adaptation, estimated at $30-50 billion annually in sub-Saharan Africa alone.
By informing the global policy dialogue from Africa’s perspective, the Symposium for African Continent Speakers seeksto advance the continent’s strategic vision articulated in Agenda 2063, the blueprint for “The Africa We Want.”
