Mahamoud Ali Youssouf resonated with a profound history and vivid vision. As Chairperson of the African Union Commission (AUC), Youssouf’s participation in the Ninth Tokyo International Conference on African Development (TICAD9), held from August 20 to 22, 2025, was more than a diplomatic formality. It was a definitive statement of Africa’s evolving aspirations on the world stage and marked a pivotal moment for deepening Africa-Japan relations.
The strategic importance of Youssouf’s presence lies in reinforcing collaborative efforts aimed at mutual economic growth, peace, and technological advancement, aligning closely with the objectives of Agenda 2063 and leveraging Japan’s expertise for Africa’s sustainable development.
From the outset, Chairperson Youssouf commanded attention with a keynote speech that underscored the bedrock of Africa-Japan relations built on mutual respect, trust, and shared priorities. “The African Continental Free Trade Area (AfCFTA) is a catalyst of energy, opportunity, and investment,” Youssouf declared, calling for private capital mobilization, accelerated digital transformation, and expanded infrastructure and innovation ecosystems. Specific initiatives discussed included establishing digital trade platforms to facilitate cross-border transactions and improving regional digital infrastructure.
Plans also focused on creating special economic zones to attract investment in the manufacturing and technology sectors. Additionally, efforts to harmonize trade regulations were highlighted to streamline processes across borders, enhancing economic integration. Strategic Dialogues with Japan’s Leadership
Beyond speeches, Youssouf’s high-level discussions with Japanese leaders signaled an intensifying partnership. His talks with Prime Minister Ishiba Shigeru reflected shared commitments to deepen cooperation in trade, technology, and knowledge exchange, recognized as vital pillars for Africa’s transformation.
Concrete outcomes from these discussions included an agreement to establish a bi-national task force aimed at facilitating trade deals and technology-sharing initiatives. This task force will prioritize projects that align with Africa’s infrastructural development and technological advancements. Ishiba reaffirmed Japan’s support for Africa’s priorities, particularly following the African Union’s historic accession to the G20, envisioning a future of strengthened policy dialogues under the TICAD framework.

Commissioners and senior officials drove conversations on food system transformation, climate resilience, energy access, youth empowerment, peace and security, and digital inclusion, each a thread woven into Africa’s complex tapestry of development goals.
The adoption of the Yokohama Declaration was another milestone hailed by Chairperson Youssouf as a reflection of the conference’s spirit. The Declaration enshrines commitments in infrastructure, trade, digital transformation, agriculture, peace and security, knowledge transfer, and technology, which are areas critical to Africa’s ambitions and global contributions.

To ensure the effectiveness and accountability of these commitments, a follow-up mechanism has been established. This mechanism includes regular reporting intervals where progress will be monitored and shared with stakeholders. Additionally, a joint committee comprising representatives from both Africa and Japan will oversee the implementation and provide periodic updates to ensure transparency and address any challenges that may arise in meeting the Declaration’s objectives.
“This Declaration captures the essence of TICAD: mutual respect, practical collaboration, and shared responsibility for a more equitable global order,” Youssouf emphasized, reminding the world that Africa is not a passive beneficiary but an active shaper of its destiny.
